How to Appear as a Delegation at a Board or Committee of the Whole Meeting
We encourage individuals or groups to express their concerns, provide comments or ask questions regarding matters with the mandate of the Board at our Board and Committee meetings. Listening to the concerns of our community helps our trustees and committees make informed decisions.
Requests to delegate to a virtual meeting can be made by completing the online delegation registration form or by submitting a written request by email to the Manager of Board Services at [email protected]
Please note that submitting a delegation form does not guarantee the approval of your request to speak at a meeting.
Participation is available in person or remotely. Those wishing to view the meeting, but not participate, can do so online through our board and committee meetings calendar.
Registering Before the Agenda Is Posted
To be allotted up to four minutes to speak, you must submit the form by 4:00 pm on the Thursday prior to a regularly scheduled meeting. Please note, if the Friday prior to the regularly scheduled Board meeting is a statutory holiday, then the deadline is 4:00 pm on Wednesday. Your written statement will be included in the agenda package.
Registering After the Agenda is Posted
To be allotted up to two minutes to speak, you may register, using the same form, after the posting of the agenda and prior to the start of the meeting.
Managing Delegations
To ensure the Board is able to complete the business on the agenda, a maximum of 20 minutes per meeting is allotted for delegations. If necessary, the Chair of the meeting may alter the time or order of delegations, and/or limit the number of delegations or number of questions asked of a delegation. This is generally only done when there are a large number of delegations on a single topic.
